The main objective was characterizing the different Port Authorities management models in Europe and evaluating the competitive rate of the Port of Barcelona in comparison with main European ports as regards to the management model and port pricing. In particular, regulation and legislative framework, economic and financial resume of each port authority and tariff structures were characterized. 

In order to address the main objectives, the analysis was focused on identifying main regulation and legislative documents, subsidies for construction and maintenance, self-government degree, port dues regulation (level of autonomy to define port tariffs), tariff structures and an analysis of the economic regime in which the cost and revenue structures for each port authority were studied.

In addition, some representative vessels were chosen in order to compare the tariff structures of major European ports.
