European Rail Research Network of Excellence EURNEX
Objectiu: To establish a framework to develop a process tool and infrastructure to generate, verify and validate technology innovations throughout the whole value adding chain. This activity will be fundamental to support the design-to-order-approach with regard to the railway development towards 2020.
Finalitat: To facilitate a better understanding of the system performance, the integration of systems and sub-systems, engineering interfaces, the technology/human factor relationship; secondly to create a structure for safety, and reliability testing and qualification of new products.
Resultats esperats: The establishment of a virtual centre of knowledge enabling verifying the engineering process and interfaces; agreed test and validation methods, procedures and infrastructure for 'interoperable product solutions' and optimal system performance.
Descripció: The NoE have as its foundation six regional and supra regional networks (French, German/Austrian/CEEC, UK/Benelux, Iberia, Italy, Nordic) with 62 members and some 670 researchers. Furthermore, the NoE will encourage new networks to be formed where justified and a self standing CEEC network will be a priority of the first months after contract award. The members of the regional networks will provide the researchers and research projects that will be integrated and form the research base for new joint projects. UIC, UNIFE and UITP will be participants in EUR²EX. It is recognised that these organisations will not provide researchers for integration but their involvement and support are crucial to the success of the NoE. It is also recognised that the NoE must have close links with selected companies that have specific knowledge but who may not be able to commit themselves to formal integration. These companies have been identified as associate regional members. Having structured this potential for integration it is recognized that the limited budget available will not allow full integration of all of the involved researchers. Therefore the process will require a critical assessment of relevant competence and research priority The process of integration of excellence and knowledge takes place on the basis of a joint program of activities (JPA) with integrating activities, jointly executed research while sharing research platforms, facilities and activities for spreading excellence. This JPA results will be transferred into the business plan to be established and executed in the EUR2EX business development in an overlapping process. Thus guaranteeing both:
- European implementation and efficient resources utilisation and
- Durable integration based on a profound business case
The JPA-process is described in a series of work packages:
- WP1: Survey of existing competencies, current research projects and facilities - as an excellence input file
- WP2: Integration of current research and mobility of researchers - as the integrated excellence framework and world class exchange working platform
- WP3: Creation of common data bases and information system - as the "information bank"
- WP4: Identification of research poles and support group of researchers - as the future business platforms
- WP5: Identification of new joint research projects - as the building pillars for the durable business case with projects performance, cost and schedule
- WP6: Dissemination for public and user awareness with a European Rail Research Information System (ERRIS)
- WP7: Exploitation platform and IPR Management to transfer knowledge and technology to the private sector as a means of improving commercial competence and competitiveness whilst assisting the long term future of the EUR2EX
- WP8: Training and education - as a measure to provide well educated future tasks oriented engineers, professionals and scientists for the railway operators, industry and research institutions
- WP9: Management, administration and accountability - to guarantee efficient and sustainable integration
- WP10: Business plan for jointly executed research and business development setting road maps and projects to improve the competitiveness and economic stability of the railway sector
- WP11: Reporting management - guaranteeing fulfillment contract requirement, setting and controlling quality standards
- WP12: Development, implementation and updating of NoE plans to foster and control JPA activities and their achievements towards an integrated and superb quality and quantity of European rail researchers.

BESTUFS II (Best Urban Freight Solutions). Xarxa NoE d'excel·lència investigadora
Entitat client: European Comission. 6th Framework Programme.
Objectiu: The overriding objective of BESTUFS II is the collection, synthesis and dissemination of information on good practices related to urban freight transport operations, strategies and policies that will in turn promote sustainable urban freight operations.
Descripció projecte: BESTUFS II CA is a follow-up initiative of the thematic network BESTUFS and aims to maintain and expand an open European network between urban freight transport experts, user groups/associations, ongoing projects, the relevant European Commission Directorates and representatives of national, regional and local transport administrations and transport operators in order to identify, describe and disseminate best practices, success criteria and bottlenecks with respect to City Logistics. Overall, BESTUFS II will further identify the problems and the requirements of the cities as well as of all private actors involved in urban freight and will maintain the environment for establishing policy as well as research recommendations. The most relevant and helpful findings promoted in BESTUFS II in form of guides for actors in medium sized cities together with national seminars organised in 22 countries will undoubtedly be suitable for many actors and many cities within Europe.
Furthermore, BESTUFS II will describe the urban context and the role urban freight transport plays in a city. A group of experts will quantify freight transport related processes and measures compared to other transport modes as well as compared to different sustainability objectives. Finally, common data models and applied practical modelling tools are addressed in more detail by European Experts that will consider this topic at roundtables and prepare suggestions for an European harmonisation and roadmap.
BESTUFS II has a geographic coverage of 22 countries: Ireland, Spain, Italy, Sweden, Finland, Slovenia, Slovakia, Bulgaria, Romania, Denmark, Poland, Belgium, Ireland, Austria, Estonia, France, Great Britain, Czech Republic, Hungary, Switzerland, Netherlands and Germany. It will contribute to the improvement of the quality of life in urban areas by analysing and developing environmental-friendly and town planning compatible strategies that reduce the goods transport intensity of economic growth.
